The upload of the script was sanctioned by Mr. Stanley, yes.
As for the second part, consider the situation yourself. Getting an unproduced script out in the open isn't exactly the most tactful way of getting it into production. Scripts are assets - studios can get very disgruntled about leaks.
Take a look at Rob Zombie's upcoming HALLOWEEN remake; over the past few months he consistently announced new cast members to the project, yet one negative script review at
AICN sparked a fanbase rebuttal, which pushed Zombie back to the typewriter.
I'm not comparing these two situations, but still, scripts are assets. The more you keep it under wraps, the better chance you have in taking the audiences by a storm. Basically, you'll spoil everyone from the movie by leaking.
Finally, as far as I know, it has never been up to Stanley to do or not to do HARDWARE 2. He'd probably still like to do it, if someone would step up. But he should also work out some surprises for all of us downloading motherfuckers!
